*Milarepa is saying here that at the beginning of spiritual practice, nothing seems to change in our way of being. Then after some time, changes occur, but are not stable. Finally, when our practice becomes stable and deep, our inner peace, wisdom, and other spiritual qualities are no longer subject to fluctuations.
